About the Institute

Independent analysis of how energy and climate policy affects emissions, prices, and energy security.

The Institute for Sustainability and Energy (ISE) is an independent research initiative focused on improving the design and real-world impact of climate and energy policy.

Many climate and energy policies have wide-ranging and sometimes unintended effects that undermine their goals or raise costs unnecessarily. We analyze these effects and identify more effective ways to reduce emissions—faster and at lower cost.

ISE conducts independent research, with a focus on energy systems, as most emissions originate from energy use and power generation. Its work highlights how policy design shapes real-world outcomes, including electricity prices, fuel use, emissions, and industrial competitiveness.

The institute was founded in response to the identification of significant opportunities to improve many climate strategies, including in the EU and the United States. Its analytical approach identifies better combinations of policy tools and the conditions under which they are most effective.

This work often challenges widely held assumptions, including cases where well-intended “green” measures do not deliver the emissions reductions they promise.

ISE engages with policymakers, industry, and other stakeholders seeking to improve the effectiveness and efficiency of climate and energy policy.
